The federal state unitary enterprise "Courier Communication Central Board" was established on August 1, 1939; this day according to the decision of Council of national commissioners of the USSR «About reorganization of courier’s communications of People's Commissariat of Internal Affairs of the USSR», the Service of courier communication started to work. The enterprice was responsible for the transporting service of confidential correspondence and precious metals for all departments, except the top soviet bodies and military narcofloor-mats.
Undoubtedly, transportation of the confidential correspondence and cargoes is a priority task made by the federal state unitary enterprise "Courier Communication Central Board". Along with the primary goal, the federal state unitary enterprise "Courier Communication Central Board" provides other services including reception, processing, storage and delivery of:
- The confidential, standard correspondence and cargoes;
- Securities, banknotes;
- Precious stones, metals and goods made of them;
- Jewelry and coins from precious metals;
- Cultural and art valuables;
- Dangerous and special cargoes;
- The weapon and ammunition;
- Narcotic and psychotropic medicines.
Much later, almost in 50 years after setting up and numerous renaming, the service was transformed into "Courier Communication Central Board" according to the order of the Ministry of Communications of the USSR from 17.05.1988 № 224. On December, 15th, 1994 Terms of service of courier communication was confirmed by the governmental order of the Russian Federation.

The branches of the federal state unitary enterprise "Courier Communication Central Board" is located in 70 regional areas of Russia. In other settlements of the country there are departments and of our enterprise. Since December, 2008 the department of Courier Communication Central Board operates in Baikonur.

The delivery service completely covers all settlements of Russia, the CIS countries together with and foreign states. Transportations are made by own transport (including on armour cars and the cars supporting a certain temperature), partner relations with large Russian and foreign carriers allow to use any kind of transport for delivery. More than 1 200 routes are being operated today. Cargoes on all transit are accompanied by couriers, armed with the weapon, according to the Federal law from 13.12.1996 № 150-FL «About the weapon». All transported dispatches are insured. The activity of the federal state unitary enterprise "Courier Communication Central Board" is based on the licenses. The federal state unitary enterprise "Courier Communication Central Board" is included in Registers of Customs carriers;
